The municipality is a separate territorial unit. The municipality finances its needs from is own resources, from government grants and other sources. The main duty of the municipality is taking care of its development and needs of its residents.

The base of the financial management is a budget.

The authorities of the municipality are a) municipality council; b) Mayor.

The mayor is the representative of the municipality  and the highest executive body of the municipality. He is a statutory body.
